Test D: Anti-Theft Number Of Programmed Ignition Keys Is Below Minimum

WARNING: This page is about a different car, the 2002 Ford Mustang. However, it is still accessible from the selected car via links, so may be relevant.
  1. Turn ignition switch to LOCK position. Connect New Worldwide Diagnostic System (WDS) tester or New Generation Star (NGS) tester to Data Link Connector (DLC). See Figure. DLC is located under instrument panel between steering column and radio. See Figure. Turn ignition switch to RUN position. Using WDS or NGS tester, perform instrument cluster self-test. See SELF-DIAGNOSTIC SYSTEM in ANALOG INSTRUMENT PANELS - MUSTANG article. If DTC B1213 is the only DTC retrieved, go to next step. If any DTCs other than B1213 are stored, repair as necessary. See INSTRUMENT CLUSTER DIAGNOSTIC TROUBLE CODE INDEX  table under SELF-DIAGNOSTIC SYSTEM. After repair, clear DTCs and repeat self-test.
  2. Using WDS or NGS tester, monitor instrument cluster Parameter Identification Data (PID) NUMKEYS. If PID indicates less than 2 encoded ignition keys programmed, go to next step. If PID indicates 2 or more encoded ignition keys programmed, system is okay at this time.
  3. NOTE: Two programmed encoded ignition keys must be available to start vehicle.
  4. Obtain NEW encoded ignition key(s). Insert NEW encoded ignition key into ignition lock cylinder. Turn ignition switch to RUN position. Program key. See KEY PROGRAMMING - ERASE ALL KEYS & PROGRAM 2 KEYS  under PROGRAMMING. If THEFT indicator light illuminates for 3 seconds and then goes out, clear DTCs and perform instrument cluster self-test to ensure all codes have been cleared. See SELF-DIAGNOSTIC SYSTEM in ANALOG INSTRUMENT PANELS - MUSTANG article. If THEFT indicator light illuminates continuously, repeat this step with a second NEW encoded ignition key. If THEFT indicator light flashes, retrieve DTCs for new fault. Perform appropriate test. See INSTRUMENT CLUSTER DIAGNOSTIC TROUBLE CODE INDEX  table under SELF-DIAGNOSTIC SYSTEM. After repair, clear DTCs and repeat self-test.
