Test A: Speed Control Is Inoperative

WARNING: Deactivate air bag system before performing any service operation involving steering column components. See appropriate AIR BAG RESTRAINT SYSTEMS article. Do not apply electrical power to any component on steering column without first deactivating air bag system. Air bag may deploy.
  1. Press horn switches. If horn operates, go to next step. If horn does not operate, repair horn as necessary. See HORN under COMPONENT TESTS in STEERING COLUMN SWITCHES - COUGAR article.
  2. Turn ignition switch to LOCK position. Disconnect speed control module harness connector C833. Measure voltage between ground and speed control module harness connector C833 terminal No. 5 (White wire) while pressing speed control ON switch. See Fig 1 . If voltage is more than 10 volts, go to next step. If voltage is less than 10 volts, replace speed control switch. See REMOVAL & INSTALLATION  .
  3. Measure resistance between speed control module harness connector C833 terminals No. 5 (White wire) and 6 (Black wire) while pressing speed control OFF switch. If resistance is more than 5 ohms, go to next step. If resistance is 5 ohms or less, go to step  5 .
  4. Deactivate air bag system. See appropriate AIR BAG RESTRAINT SYSTEMS article. Disconnect air bag sliding contact harness connector C896. Disconnect speed control switch 3-pin harness connector. Measure resistance between air bag sliding contact terminal No.1 (component side) and air bag sliding contact 3-pin harness connector terminal "A" (component side). See Fig 2 and Fig 3 . Measure resistance between air bag sliding contact terminal No. 2 (component side) and air bag sliding contact 3-pin harness connector terminal "B" (component side). Measure resistance between air bag sliding contact terminal No. 3 (component side) and air bag sliding contact 3-pin harness connector terminal "C" (component side). If all resistances are 5 ohms or less, replace speed control switch. See REMOVAL & INSTALLATION  . If any resistance is more than 5 ohms, replace air bag sliding contact. See CLOCKSPRING under REMOVAL & INSTALLATION in appropriate AIR BAG RESTRAINT SYSTEMS article.
  5. Measure resistance between ground and speed control module harness connector C833 terminal No. 10 (Black/White wire). See Fig 1 . If resistance is 5 ohms or less, go to next step. If resistance is more than 5 ohms, repair open in Black/White wire between speed control module and ground point at front left side of engine. Retest system operation.
  6. Turn ignition switch to RUN position. Measure voltage between ground and speed control module harness connector C833 terminal No. 7 (Green/White wire). If voltage is more than 10 volts, go to next step. If voltage is less than 10 volts, repair open in Green/White wire between speed control module and central junction box. Retest system operation.
  7. Measure voltage between ground and speed control module harness connector C833 terminal No. 9 (Orange/Yellow wire). If voltage is less than 10 volts, go to next step. If voltage is more than 10 volts, go to step  11 .
  8. Turn ignition switch to LOCK position. Disconnect Brake Pedal Position (BPP) switch. Measure resistance between terminals No. 1 and 2 at BPP switch (component side) while pressing and releasing brake pedal. Resistance should be more than 10 k/ohms with brake pedal depressed, and 5 ohms or less with brake pedal released. If resistance is as specified, go to next step. If resistance is not as specified, replace BPP switch. See REMOVAL & INSTALLATION  . Retest system operation.
  9. NOTE: Both wires at BPP switch harness connector C824 are Green/Yellow. Ensure voltage and resistance measurements are made at appropriate terminal.
  10. Turn ignition switch to RUN position. Measure voltage between ground and BPP switch harness connector C824 terminal No. 2 (Green/Yellow wire). See Fig 4 . If voltage is more than 10 volts, go to next step. If voltage is less than 10 volts, repair open in Green/Yellow wire between BPP switch and central junction box. Retest system operation.
  11. Turn ignition switch to LOCK position. Measure resistance between speed control module harness connector C833 terminal No. 9 (Orange/Yellow wire) and BPP switch harness connector C824 terminal No. 1 (Green/Yellow wire). If resistance is 5 ohms or less, adjust BPP switch. See ADJUSTMENTS  . If resistance is more than 5 ohms, repair open in Green/Yellow wire or Orange/Yellow wire between speed control module and BPP switch. Retest system operation.
  12. Measure voltage between ground and speed control module harness connector C833 terminal No. 4 (Orange/Blue wire) while pressing brake pedal. If voltage is more than 10 volts, go to step  13 (M/T). If voltage is more than 10 volts, go to step  15 (A/T). If voltage is less than 10 volts, go to next step.
  13. Check that brake lights operate properly. If brake lights do not operate correctly, repair brake lights as necessary. See EXTERIOR LIGHTS article. If brake lights operate correctly, repair open in Orange/Blue wire or Green/Blue wire between speed control module and brake light switch (A/T) or Clutch Pedal Position (CPP) switch (M/T). Retest system operation.
  14. NOTE: There are 2 Green/Blue wires at CPP switch harness connector C825. Ensure voltage measurement is made at appropriate terminal.
  15. Disconnect Clutch Pedal Position (CPP) switch. Measure voltage between ground and CPP switch harness connector C825 terminal No. 3 (Green/Blue wire) while pressing brake pedal. See Fig 5 . If voltage is more than 10 volts, go to next step. If voltage is less than 10 volts, repair open in Green/Blue wire between CPP switch and brake light switch. Retest system operation.
  16. Turn ignition switch to LOCK position. Measure resistance between CPP switch terminals No. 1 and 3 (component side). See Fig 6 . If resistance is 5 ohms or less, repair open in Green/Blue wire between CPP switch and brake light switch. If resistance is more than 5 ohms, replace CPP switch. See REMOVAL & INSTALLATION  . Retest system operation.
  17. Disconnect instrument cluster harness connector C808B. Measure resistance of White/Blue wire between speed control module harness connector C833 terminal No. 3 and instrument cluster harness connector C808B terminal No. 26. See Fig 1 and Fig 7 . If resistance is more than 10 k/ohms, repair open in White/Blue wire between speed control module and instrument cluster. If resistance is less than 10 k/ohms and no instrument cluster related Diagnostic Trouble Codes (DTCs) exist, replace speed control servo/actuator. See REMOVAL & INSTALLATION  . Retest system operation. If resistance is less than 10 k/ohms and instrument cluster related DTCs exist, repair instrument cluster as necessary. See appropriate testing in ANALOG INSTRUMENT PANELS - COUGAR article.
