Test A: Speed Control Is Inoperative

  1. Press horn switches. If horn operates, go to next step. If horn does not operate, repair horn as necessary. See WIRING DIAGRAMS in STEERING COLUMN SWITCHES - COUGAR article.
  2. Turn ignition switch to OFF position. Disconnect speed control servo/actuator connector C833. Measure voltage between ground and terminal No. 5 (White wire) at speed control servo/actuator connector C833. See Fig 1 . Press speed control ON switch. If voltage is greater than 10 volts, go to next step. If voltage is less than 10 volts, replace speed control switch. See SPEED CONTROL SWITCHES  under REMOVAL & INSTALLATION.
  3. Measure resistance between speed control servo/actuator connector terminals No. 5 (White wire) and No. 6 (Black wire). Press speed control OFF switch. If resistance is 5 ohms or less, go to step  6 . If resistance is greater than 5 ohms, go to next step.
  4. Deactivate air bag system. See appropriate AIR BAG RESTRAINT SYSTEMS article. Disconnect air bag sliding contact connector C896. Measure resistance of White wire between terminal No. 3 at air bag sliding contact connector C896 and terminal No. 5 at speed control servo/actuator connector C833. If resistance is 5 ohms or less, go to next step. If resistance is greater than 5 ohms, repair open in White wire.
  5. Disconnect speed control switch connector. Measure resistance of Black wire between terminal "A" (component side) at air bag sliding contact and terminal No. 1 at air bag sliding contact connector C896. Measure resistance of Black/Blue wire between terminal "B" (component side) at air bag sliding contact and terminal No. 2 at air bag sliding contact connector C896. Measure resistance of White wire between terminal "C" at air bag sliding contact and terminal No. 3 at air bag sliding contact connector C896. If all resistances are 5 ohms or less, replace speed control switch. If any resistance is greater than 5 ohms, replace air bag sliding contact.
  6. Measure resistance between ground and terminal No. 10 (Black/White wire) at speed control servo/actuator connector C833. If resistance is 5 ohms or less, go to next step. If resistance is greater than 5 ohms, repair open in Black/White wire. Retest system operation.
  7. Turn ignition switch to RUN position. Measure voltage between ground and terminal No. 7 (Green/White wire) at speed control servo/actuator connector C833. If voltage is greater than 10 volts, go to next step. If voltage is less than 10 volts, repair open in Green/White wire. Retest system operation.
  8. Measure voltage between ground and terminal No. 9 (Orange/Yellow wire) at speed control servo/actuator connector C833. If voltage is greater than 10 volts, go to step  12 . If voltage is less than 10 volts, go to next step.
  9. Turn ignition switch to OFF position. Disconnect Brake Pedal Position (BPP) switch. Measure resistance between terminals No. 1 and 2 at BPP switch (component side). Press and release brake pedal. Resistance should be 5 ohms or less with brake pedal released, and greater than 10 k/ohms with brake pedal depressed. If resistance is as specified, go to next step. If resistance is not as specified, replace BPP switch. Retest system operation.
  10. NOTE: Both wires at BPP switch harness connector C824 are Green/Yellow. Ensure voltage and resistance measurements are made at appropriate terminal.
  11. Turn ignition switch to RUN position. Measure voltage between ground and terminal No. 2 (Green/Yellow wire) at BPP switch connector C824. If voltage is greater than 10 volts, go to next step. If voltage is less than 10 volts, repair open in Green/Yellow wire. Retest system operation.
  12. Turn ignition switch to OFF position. Measure resistance between terminal No. 9 (Orange/Yellow wire) at speed control servo/actuator connector C833 and terminal No. 1 (Green/Yellow wire) at BPP switch connector C824. If resistance is 5 ohms or less, adjust BPP switch. If resistance is greater than 5 ohms, repair open in Green/Yellow wire or Orange/Yellow wire. Retest system operation.
  13. Turn ignition switch to RUN position. Measure voltage between ground and terminal No. 4 (Orange/Blue wire) at speed control servo/actuator connector C833. Depress brake pedal. On models equipped with automatic transmission, if voltage is greater than 10 volts, go to step  15 . On models equipped with manual transmission, if voltage is greater than 10 volts, go to next step. On all models, if voltage is less than 10 volts, ensure brake lights are operating properly. Repair open in Orange/Blue wire or Green/Blue wire. Retest system operation. If brake lights do not operate correctly, repair as necessary. See EXTERIOR LIGHTS article.
  14. NOTE: CPP switch connector C825 has 2 Green/Blue wires. Ensure voltage measurement is made at appropriate terminal.
  15. Disconnect Clutch Pedal Position (CPP) switch. Measure voltage between ground and terminal No. 3 (Green/Blue wire) at CPP switch connector C825. Depress brake pedal. If voltage is greater than 10 volts, go to next step. If voltage is less than 10 volts, repair open in Green/Blue wire between BPP switch and CPP switch. Retest system operation.
  16. Turn ignition switch to OFF position. Measure resistance between terminals No. 1 and 3 at CPP switch (component side). See Fig 2 . If resistance is 5 ohms or less, repair open in Green/Blue wire. If resistance is greater than 5 ohms, adjust or replace CPP switch. Retest system operation.
  17. Disconnect instrument cluster connector C808B. Measure resistance of White/Blue wire between terminal No. 26 at instrument cluster connector C808B and speed control servo/actuator connector C833. See Fig 1 and Fig 3 . If resistance is greater than 10 k/ohms, repair open in White/Blue wire. If resistance is less than 10 k/ohms, replace speed control servo/actuator. Retest system operation.
