Test AE: Flash-To-Pass Function Inoperative

- Check Voltage Supply To Multifunction Switch - Turn ignition switch to RUN position. Measure voltage between ground and terminal No. 7 (Orange/White wire) at multifunction switch wiring harness connector. See Figure . If battery voltage is not present, go to next step. If battery voltage is present, go to step 3).
- Check Circuit No. 221 (Orange/White Wire) For Short To Ground -Remove circuit breaker No. 12 from fuse panel. Measure resistance between ground and circuit breaker cavity output terminal. If resistance is less than 10 k/ohms, repair short to ground in circuit No. 221 (Orange/White wire). Retest system. If resistance is 10 k/ohms or more, replace faulty circuit breaker and go to next step.
- Check Circuit No. 221 (Orange/White Wire) For Open - Disconnect multifunction switch connector. Measure voltage between ground and terminal No. 7 (Orange/White wire) at multifunction switch wiring harness connector. If battery voltage is present, go to next step. If battery voltage is not present, repair open circuit No. 221 (Orange/White wire) and retest system.
- Check Multifunction Switch Operation - Connect voltmeter between ground and terminal No. 5 (Light Green/Black wire on Town Car or Gray/White wire on Crown Victoria and Grand Marquis) at multifunction switch wiring harness connector. Actuate multifunction switch to flash-to-pass position. If battery voltage is not present in flash-to-pass position, replace multifunction switch. Reconnect components and retest system. If battery voltage is present, but circuit breaker opened, go to next step. If battery voltage is present, but circuit breaker did not open, go to step 6).
- Check Circuit No. 12 (Light Green/Black Wire) For Short To Ground - Measure resistance between ground and terminal No. 5 (Light Green/Black wire Town Car or Gray/White wire on Crown Victoria and Grand Marquis) at multifunction switch wiring harness connector. If resistance is more than 5 ohms, go to next step. If resistance is 5 ohms or less, repair short to ground in Light Green/Black wire or Gray/White wire. Reconnect components and retest system.
- Check Headlights - Disconnect both headlight bulbs. Reconnect one headlight. Actuate multifunction switch to flash-to-pass position. Check circuit breaker. If circuit breaker is open, replace headlight bulb and retest system. If circuit breaker is not open, replace disconnected bulb and retest system.
