Case2)	DTC Strategy	Check time to closed loop control start with O2 sensor voltage
	Enable Condition	Battery voltage > 10V
	Threshold Value	Time to closed loop control not activated when O2 sensor voltage blocked between 0.37 ~ 0.54V (depends on coolant temperature at start)
