PROGRAM TERMS

This additional coverage program will be in effect for 8 years service or 100,000 miles from the warranty start date, whichever occurs first. If a vehicle already has more than 100,000 miles, this coverage will last until July 31, 2001.

VEHICLES COVERED BY THIS PROGRAM

The vehicles covered by this program listed below were built at both the Cuautitlan Assembly Plant and the Kansas City Assembly Plant:

  • All 1995 model year 2.0L and 2.5L Contour and Mystique vehicles
  • Certain 1996 model year 2.5L Contour and Mystique vehicles built from Job #1 through January 1, 1996

REASON FOR PROVIDING ADDITIONAL COVERAGE

In the vehicles covered by this program, the engine cooling fan may cease to function. Should an engine cooling fan fail, Ford Motor Company will pay to have these vehicles serviced at no cost to the owner of the vehicle within the time/mileage limitations in the Program Terms, above.

Additional Coverage Program for the Engine Cooling Fan

Ford Motor Company will only refund owner-paid repairs made before the date of the Owner Letter (or after the date of the Owner Letter if an emergency  repair was made away from the servicing dealer).

RENTAL CARS

If a cooling fan and motor replacement is unavailable, Ford will pay for 3 days in a rental vehicle except for fuel, which will be at the owner's expense. If additional days are needed, you will need to call the Recall Hotline for approval. Follow Extended Service Plan (ESP) guidelines for rental dollar amounts. Enter the word "RENTAL" plus the number of days the vehicle was used in the Miscellaneous Expense area of the recall claim.

Engineering anticipates approximately 5% of involved vehicles will require a cooling fan replacement over the life of the vehicle.  Please refrain from ordering cooling fan motors below until you have verified a concern.

OWNER NOTIFICATION PROGRAM 00M13 

ENGINE COOLING FAN MOTOR AND BLADE REPLACEMENT 

AFFECTED VEHICLES

CERTAIN 1995 AND 1996 CONTOUR AND MYSTIQUE VEHICLES 

OVERVIEW

This procedure will provide the details to replace the cooling fan motor(s) and blade(s).

As part of this service, you will be directed to check the No. 2 60-amp main fuse and the cooling fan shroud-mounted resistor. Replace the fuse if it is found blown. Replace the resistor if it is found "open".

PRE-REPAIR CHECK

VEHICLES WITH AIR CONDITIONING
NOTE: The ambient temperature must be above 40°F to perform this operational check. If the ambient temperature is at or below 40°F, follow the procedure for vehicles without air conditioning.
  1. Start the engine and turn the defroster on.
  2. Verify the cooling fan does not operate, then proceed to the appropriate removal procedure in this Attachment III. If the cooling fan does operate, refer to the appropriate workshop manual for continued diagnosis for repairs not related to 00M13.
VEHICLES WITHOUT AIR CONDITIONING
  1. Disconnect connector No. 117 (located on the upper radiator support). See Figure 1.

  2. Using a jumper wire, supply battery voltage to the green wire with the blue tracer as shown to energize the fan. See Figure 2.

  3. Verify the cooling fan does not operate, then proceed to the appropriate removal procedure in this Attachment III. If the cooling fan does operate, refer to the appropriate workshop manual for continued diagnosis for repairs not related to 00M13.

COOLING FAN ASSEMBLY - REMOVAL

2.0L ENGINE
  1. Install a memory saver, then disconnect the battery negative and positive cables.
  2. Remove the intake air resonator bracket. See Figure 3.
  3. Loosen the clamps on the air cleaner outlet tube, then rotate the intake air resonator up and out of the way. See Figure 3.

  4. Remove the battery hold-down, then remove the battery.
  5. Position the power distribution box (PDB) aside. See Figure 4.
  6. Remove one (1) battery insulator retaining strip.
  7. Lift up the edge of the battery tray insulator to access the battery tray. See Figure 4.
  8. Remove the ground wire from the fender apron. See Figure 4.
  9. Detach the wiring routing clips from the battery tray. See Figure 4.
  10. Remove the battery tray. See Figure 4.

  11. Disconnect the air conditioning compressor clutch connector. See Figure 5.
  12. Remove the ground wire from the radiator support. See Figure 5.
  13. Detach (from shroud), then disconnect the power distribution harness connectors. See Figure 5.
  14. Disconnect the air conditioning compressor clutch cycling switch, if equipped. See Figure 5.

  15. Separate the oxygen sensor wiring from the fan shroud.
  16. Separate the engine cooling fan assembly from the radiator.
  17. Raise and support the vehicle.
  18. Remove the lower air deflector.
  19. Remove the A/C accumulator mounting bracket bolts from the subframe, if equipped.
  20. On vehicles equipped with an automatic transaxle, remove the transaxle cooling line routing clip from the fan shroud.
  21. Lower the vehicle.
  22. While an assistant positions the A/C accumulator and lines toward the transaxle, if equipped, remove the cooling fan assembly from the vehicle. See Figure 6.

  23. Visually check the No. 2 60-amp fuse located in the power distribution box (PDB). If the fuse is blown, it must be replaced. Fuse replacement instructions are provided in the cooling fan and blade replacement procedures.
  24. Using an ohmmeter, check the cooling fan resistor for continuity. If continuity does not exist (open circuit), the resistor must be replaced. Resistor replacement instructions are provided in the cooling fan and blade replacement procedures.
2.5L ENGINE
  1. Install a memory saver, then disconnect the battery negative cable.
  2. Remove the cap from the degas bottle.
  3. Raise and support the vehicle.
  4. Remove the lower air deflector.
  5. Completely drain the engine cooling system.
  6. Disconnect the air conditioning compressor clutch connector, if equipped. See Figure 7.
  7. Lower the vehicle.
  8. Remove the ground wire from the radiator support. See Figure 7.
  9. Detach (from shroud), then disconnect the power distribution harness connectors. See Figure 7.
  10. Disconnect the air conditioning compressor clutch cycling switch, if equipped. See Figure 7.

  11. Disconnect the coolant overflow tube from the radiator.
  12. On vehicles equipped with an automatic transaxle, disconnect the upper transaxle cooling line from the radiator.
  13. Disconnect the upper radiator hose from the radiator.
  14. Raise and support the vehicle.
  15. On vehicles equipped with an automatic transaxle, disconnect the lower transaxle cooling line from the radiator.
  16. Disconnect the lower radiator hose from the radiator.
  17. On vehicles equipped with an automatic transaxle, remove the transaxle cooling line routing clip. See Figure 8.
  18. Remove the A/C condenser mounting bolts from the radiator. See Figure 8.
  19. Secure the bottom of the A/C condenser to the A/C line with mechanics wire. See Figure 8.

  20. With the help of an assistant, lower the radiator and cooling fan assembly from the vehicle.
  21. Separate the cooling fan assembly from the radiator.
  22. Visually check the No. 2 60-amp fuse located in the power distribution box (PDB). If the fuse is blown, it must be replaced. Fuse replacement instructions are provided in the cooling fan and blade replacement procedures.
  23. Using an ohmmeter, check the cooling fan resistor for continuity. If continuity does not exist (open circuit), the resistor must be replaced. Resistor replacement instructions are provided in the cooling fan and blade replacement procedures.

COOLING FAN MOTOR AND BLADE - REPLACEMENT

CAUTION: New  fan motors, blades, retaining clips and plates must be installed. Discard all old parts.
SINGLE COOLING FAN
  1. Remove the retaining clip and plate from the fan motor shaft. See Figure 9.
  2. Remove the fan blade. See Figure 9.

  3. Disconnect the cooling fan motor electrical connector. If the cooling fan motor is equipped with an electronic fuse (-14A411-), cut off the tie straps securing the fuse to the shroud, then disconnect the fuse from the motor. Retain the electronic fuse for reassembly.
  4. Remove the fan motor.
  5. Install the new  fan motor. Be sure to center the motor on the shroud to prevent the blade from contacting the shroud. Tighten the screws to 7 Nm (62 lb-in).
  6. Connect the fan motor. If previously removed, reinstall the electronic fuse (-14A411-) by connecting it to the cooling fan motor electrical connector, then connect the harness to the fuse. Properly installed, you should hear a "click" when the connector locking tabs engage, and the fuse will rest against the cooling fan module shroud. Secure the fuse to the shroud with tie straps. Do not position a tie strap around a fan blade. 
  7. Install a new  fan blade. Spin the blade to make sure the motor is properly centered so the blade does not contact the shroud. If contact occurs, loosen the motor attaching screws and adjust the motor as needed.
  8. Install the new  retaining clip and plate, included in kit, onto the fan motor shaft.
  9. NOTE:  Replace the No. 2 60-amp main fuse in PDB using service part No. E8OY-14526-D only if it was found blown.

    To replace this 60-amp fuse, press the tab on the fuse holder assembly containing the three (3) main fuses. Pull the fuse holder up until the fuse wiring retaining screws are accessible. Loosen, but do not remove, the screws for the No. 2 fuse and pull the fuse up to remove it. Install a new  fuse and tighten the screws.

  10. NOTE:  Replace the cooling fan resistor using service part No. F5RZ-8L603-AC only if it was found open.

    To replace this resistor (-8L603-), remove the two (2) retaining screws and remove the resistor from the shroud. Install the new  resistor and re-install the retaining screws. Tighten the screws to 3 Nm (27 lb-in).

  11. Proceed to Cooling Fan Assembly - Installation.
DUAL COOLING FAN
NOTE: On dual cooling fan applications, replace BOTH cooling fan motors and blades.
  1. Disconnect the electrical connectors from both cooling fan motors. If each cooling fan motor is equipped with an electronic fuse (-14A411-), cut off the tie straps securing the fuses to the shroud, then disconnect the fuses from the motors. Retain the electronic fuses for reassembly.
  2. NOTE:  The fan motors and blades are removed as assemblies, but will be installed as separate components.

    Remove the three (3) retaining screws from each motor, then remove the fan motors and blades as assemblies. See Figure 10.

  3. NOTE:  Due to differences in motor design, there are six (6) locating pins on the plastic shroud near the motor attaching screw holes which must be removed (broken off) to allow the new  motors to fit properly. These pins are easily removed with a small pair of pliers.

    Remove the six (6) locating pins (4 for the left fan, 2 for the right fan).

  4. Install the new  fan motors. Be sure to center the motors on the shroud to prevent the blades from contacting the shroud. Tighten the retaining screws to 7 Nm (62 lb-in).
  5. Install the fan blades. Spin the blades to make sure the motors are properly centered so the blades do not contact the shroud. If contact occurs, loosen the affected motor attaching screws and adjust the motor(s) as needed. See Figure 11.
  6. Install the new  retaining clips and plates, included in kit, onto the fan motor shaft. See Figure 11.

  7. Connect the fan motors. If previously removed, reinstall both electronic fuses (-14A411-) by connecting them to the cooling fan motor electrical connector, then connect the harness to the fuses. Properly installed, you should hear a "click" when the connector locking tabs engage, and the fuse will rest against the cooling fan module shroud. Secure the fuses to the shroud with tie straps. Do not position a tie strap around a fan blade. 
  8. NOTE:  Replace the No. 2 60-amp main fuse in PDB using service part No. E8OY-14526-D only if it was found blown.

    To replace this 60-amp fuse, press the tab on the fuse holder assembly containing the three (3) main fuses. Pull the fuse holder up until the fuse wiring retaining screws are accessible. Loosen, but do not remove, the screws for the No. 2 fuse and pull the fuse up to remove it. Install a new  fuse and tighten the screws.

  9. NOTE:  Replace the cooling fan resistor using service part No. F5RZ-8L603-AC only if it was found open.

    To replace this resistor (-8L603-), remove the two (2) retaining screws and remove the resistor from the shroud. Install the new  resistor and reinstall the retaining screws. Tighten the screws to 3 Nm (27 lb-in).

  10. Proceed to Cooling Fan Assembly - Installation.

COOLING FAN ASSEMBLY - INSTALLATION

2.0L ENGINE
  1. While an assistant positions the A/C accumulator and lines toward the transaxle, install the cooling fan assembly into the vehicle. See Figure 6.
  2. Raise and support the vehicle.
  3. Install the A/C accumulator mounting bracket bolts to the subframe, if equipped. Tighten the bolts to 11 Nm (8 lb-ft).
  4. On vehicles equipped with an automatic transaxle, install the transaxle cooling line routing clip onto the fan shroud.
  5. Install the lower air deflector.
  6. Lower the vehicle.
  7. Secure the engine cooling fan assembly to the radiator. Tighten the retainers to 4 Nm (35 lb-in).
  8. Secure the oxygen sensor wiring to the fan shroud.
  9. Connect the air conditioning compressor clutch cycling switch, if equipped.
  10. Connect, then attach, the power distribution harness connectors to the fan shroud.
  11. Install the ground wire to the radiator support.
  12. Connect the air conditioning compressor clutch connector, if equipped.
  13. Install the battery tray. Tighten the retainers to 10 Nm (89 lb-in).
  14. Install the ground wire to the fender apron. Tighten the screw securely.
  15. Secure the wiring routing clips to the battery tray. Use tie straps to secure the wiring as necessary.
  16. Position the battery tray insulator, then install the battery tray insulator retaining strip.
  17. Install the power distribution box (PDB). Tighten the retainer to 10 Nm (89 lb-in).
  18. Install the battery, then install the battery hold-down. Tighten the retainers to 4 Nm (35 lb-in).
  19. Rotate the intake air resonator down into position, then install the intake air resonator bracket.
  20. Tighten the clamps on the air cleaner outlet tube.
  21. Connect the positive battery cable, then the negative battery cable.
  22. Remove the memory saver.
  23. Go to Cooling Fan Operational Check
2.5L ENGINE
  1. Install the cooling fan assembly onto the radiator. Tighten the retainers to 4 Nm (35 lb-in).
  2. With the help of an assistant, install the radiator and cooling fan assembly into the vehicle. Tighten the retainers to 10 Nm (89 lb-in).
  3. Remove the wire securing the A/C condenser, if equipped.
  4. Install the A/C condenser onto the radiator, if equipped. Tighten the retainers to 6 Nm (53 lb-in).
  5. On vehicles equipped with an automatic transaxle, install the transaxle cooling line routing clip onto the fan shroud.
  6. Connect the lower radiator hose to the radiator.
  7. On vehicles equipped with an automatic transaxle, connect the lower transaxle cooling line to the radiator. Tighten the line to 28 Nm (21 lb-ft).
  8. Connect the air conditioning compressor clutch connector, if equipped.
  9. Install the lower air deflector.
  10. Lower the vehicle.
  11. Connect the upper radiator hose to the radiator.
  12. On vehicles equipped with an automatic transaxle, connect the upper transaxle cooling line to the radiator. Tighten the line to 28 Nm (21 lb-ft).
  13. Connect the coolant overflow tube to the radiator.
  14. Connect the air conditioning compressor clutch cycling switch, if equipped.
  15. Connect, then attach, the power distribution harness connectors to the fan shroud.
  16. Install the ground wire to the radiator support.
  17. Connect the battery negative cable, then remove the memory saver.
  18. Fill the engine cooling system.
  19. Start the engine and allow it to idle until normal operating temperature is reached.
  20. Turn off the engine and allow it to cool, then check and top off the coolant.
  21. On vehicles equipped with an automatic transaxle, check and top off the transaxle fluid.
  22. Go to Cooling Fan Operational Check.

COOLING FAN OPERATIONAL CHECK

VEHICLES WITH AIR CONDITIONING
NOTE: The ambient temperature must be above 40°F to perform this operational check. If the ambient temperature is at or below 40°F, follow the procedure for vehicles without air conditioning.
  1. Start the engine and turn the defroster on.
  2. Verify cooling fan operation.
VEHICLES WITHOUT AIR CONDITIONING
  1. Disconnect connector No. 117 (located on the upper radiator support). See Figure 12.
