A quick check for de-energized mode operation is to carefully remove electrical connection from solenoid. With engine running, this will cause air to divert to the air cleaner. This can be felt with your hand, when air cleaner top is removed. At high engine speeds, air is exhausted to air cleaner through the pressure relief valve.
