Test A: Scan Tool Does Not Power Up

  1. Inspect Orange wire for an open or short to ground between Data Link Connector (DLC) terminal No. 16 and MIRROR fuse (10-amp) located in underhood fuse block. See Fig 1 . Underhood fuse block is located on left side of engine compartment, near front strut tower. See DATA LINK CONNECTORS article in WIRING DIAGRAMS. If an open or short to ground is not found, go to next step. If an open or short to ground is found, repair Orange wire as necessary. Perform appropriate diagnostic system check. See DIAGNOSTIC SYSTEM CHECK  table under SELF-DIAGNOSTIC SYSTEM.
  2. Inspect Black wire for an open between ground and DLC terminal No. 4. See DATA LINK CONNECTORS article in WIRING DIAGRAMS. If an open is not found, go to next step. If an open is found, repair Black wire as necessary between DLC and ground. Ground point is located behind left front kick panel. Perform appropriate diagnostic system check. See DIAGNOSTIC SYSTEM CHECK  table under SELF-DIAGNOSTIC SYSTEM.
  3. Inspect DLC for poor connections. If poor connections are not found, go to next step. If poor connections are found, repair DLC as necessary. Perform appropriate diagnostic system check. See DIAGNOSTIC SYSTEM CHECK  table under SELF-DIAGNOSTIC SYSTEM.
  4. Inspect for defective scan tool. See scan tool manufacturer's instructions. Check vehicle with another scan tool. If another scan tool powers up, perform appropriate diagnostic system check. See DIAGNOSTIC SYSTEM CHECK  table under SELF-DIAGNOSTIC SYSTEM.
