PCM Codes E21, E22, E24, E26 and E27 not set.
Throttle switch closed.
Vehicle speed is zero.
Battery voltage greater than or equal to 11.0 volts.
Actual RPM and command RPM difference is 152 RPM or greater.
Engine has been running more than 7 seconds.
Engine not receiving power steering load.
PCM is not commanding an anticipated idle speed.
